On Monday, November 21, leaders of Iraqi Shiites, Kurds and Sunnis called for a timetable for the withdrawal of U.S.-led forces in the country in a proclamation issued after an Arab League conference in Cairo. These groups were sharply divided on other issues, but like the Iraqi citizenry, they were united in their belief that it is time for the United States to plan its withdrawal.
